INTRODUCTION
1.1 Background to the Study
In recent years, it has come to be understood that one of the most important factors in any nation's overall success is the cultivation of its human capital. Education of a high standard is of the utmost importance to the nation of Nigeria since it is the key that unlocks the door to economic growth and social advancement. It is impossible to place enough emphasis on the significance of building human capital since it serves as a driver of change toward a brighter future for people, allowing them to reach their full potentials in the acquisition of knowledge and skills. It is obvious that the democracies throughout the globe that are succeeding are the ones whose educational systems are creating well-educated individuals who are capable of comprehending what is involved in life and who are not prejudiced towards other ethnic groups (Anya, 2019).
According to Obike (2020), it is virtually impossible for any person to learn a job or join any field and stay in it for a long time with his or her abilities essentially remaining the same. Obike bases its conclusion on the observation that people are always learning new things. This is even more important in a setting as dynamic as a school, which must be able to adjust to shifting expectations placed on education by society as well as advances in pedagogical practice. Therefore, regardless of how outstanding the pre-service, pre-preparatory, and how highly prepared the school employees may be at the time of employment, efforts should be made to improve both their personal and professional lives. At predetermined intervals and on an ongoing basis (Obanya, 2020).
To provide pupils a superior educational experience that lives up to the maxim that "no school can be bigger than its instructors," the teaching personnel at the educational institutions must have appropriate credentials. The ever-evolving nature of the positions and tasks required by the educational system makes it imperative that the employees be continually developed. It is essential to invest in the professional growth of teachers since they are the ones who educate kids directly. According to Nwagbara (2019), it is only at this point that pupils will be able to receive information that is suitable and sufficient, which will eventually lead to the effective accomplishment of the purpose of education.
In order to facilitate not only the level of production but also the growth of staff in any business, training on all fronts, including the physical, the social, the intellectual, and the mental, is extremely important and very crucial. As a result, training may be situated within a framework that is pertinent to school administrators. But knowledge is the ability, the skills, the understanding, and the information that every person needs in order to be able to operate successfully and perform efficiently. Knowledge is the ability, the skills, the understanding, and the information (Garuba, 2021).
According to Olaniyan and Lucas (2018), human resources are the most precious assets that every firm has. Without humans, nothing can be accomplished, despite the presence of machinery, materials, and even financial resources. According to Abiodun (2019), training is the process of systematically developing the information, skills, and attitudes that are needed of an employee in order for them to perform successfully on a certain task or job. It may take occur in a variety of settings, including at work and outside of work, as well as in organizations. According to Martins (2020), the training and development of employees is a kind of occupational activity that has the potential to make a very substantial contribution to the total effectiveness and profitability of an organization.
Because of this, the efficacy and success of an organization are entirely dependent on the individuals who establish the organization and operate inside it. Therefore, in order for workers in an organization to be able to carry out their responsibilities and make contributions that are important to the achievement of the company's objectives, it is necessary for those employees to acquire the skills and knowledge that are pertinent to those roles. In recognition of this reality, organizations such as educational institutions implement comprehensive training and advancement programs for the various levels of their workforce.
According to Chris (2018), the purpose of training and development is to foster individual and organizational progress by fostering the development of relevant competencies. These competencies include technical, human conceptual, and management skills. In addition, Egbe (2019) proposed that the training and development process is an ongoing one that occurs continuously. Training and development should happen for a number of reasons, the most important of which are the need to be able to perform one's job effectively and the need to be able to know how to lead others. Additionally, the desire to meet the organization's objectives of higher productivity makes it absolutely necessary. This is the context in which the researcher investigates the role that teacher training and the development of human resources play in determining whether or not pupils in Kwara state achieve their academic potential.
1.2 Statement of the Problem
The dismal performance of secondary school pupils in both internal and external tests has caused a widespread uproar among educators and parents. Akubiro and Joshua (2019) found that in recent years, there have been a number of concerns that there has been a decline in the overall quality of education. Research reports and general observations make it abundantly clear that resources in secondary schools such as instructors, classrooms, and instructional materials are in limited supply. This is especially the case in the United States. Because they are not provided with opportunities for professional growth and training, the quality of instruction in schools is obviously rather poor. The most important thing to ask is how one may ensure that their students get excellent education.
1.3 Objective of the Study
The general objective of the study is to examine teacher training and human resources development as requirement for students academic attainment in Kwara atate. Specifically, the study will be guided under the following:
i. To examine the extent to which teachers‟ recruitment influence students‟ academic attainment.
ii. To find out if training of teachers will lead to student academic attainment.
iii. To investigate the extent to which staffing of teachers affect students‟ academic attainment.
1.4 Research Questions
The following questions were designed to guide the study;
i. To examine the extent to which teachers‟ recruitment influence students‟ academic attainment.

iii. To investigate the extent to which staffing of teachers affect students‟ academic attainment.
1.5 Significance of the Study
The following people will benefit from the result of this study;
Teachers will benefit through this research work because they will see the need to acquire more knowledge and skill which will in turn enhance their instructional methods and boost the quality of teaching and learning. Government will also come in terms with the importance of in-service training for the teachers and will be willing to sponsore the training programmes in order to facilitate teachers, job performance towards quality education.
The society will benefit, because the products of our educational system will be of a higher quality and this will enhance the quality of our economy. Students will benefit because they will be tutored by high-quality teachers who are acquainted with new trends and innovations in education hence there will be a grate improvement in students achievement in our secondary schools.
1.6 Scope of the Study
To examine the extent to which teachers‟ recruitment influence students‟ academic attainment. The study also find out if training of teachers will lead to student academic attainment. Lastly, the study investigate the extent to which staffing of teachers affect students‟ academic attainment. Hence this study will be delimited to Kwara state.
1.7 Limitation of the study
Like in every human endeavour, the researchers encountered slight constraints while carrying out the study. Insufficient funds tend to impede the efficiency of the researcher in sourcing for the relevant materials, literature, or information and in the process of data collection (internet, questionnaire, and interview), which is why the researcher resorted to a moderate choice of sample size. More so, the researcher will simultaneously engage in this study with other academic work. As a result, the amount of time spent on research will be reduced.
1.8 Definition of term
Teacher: a person who teaches, especially in a school.
Training: the action of teaching a person or animal a particular skill or type of behaviour.
Human resource development: the process of increasing the knowledge, the skills, and the capacities of all the people in a society.
Student : a person who is studying at a university or other place of higher education
