CHAPTER ONE
INTRODUCTION

1.1     BACKGROUND OF THE STUDY

The influence of school library services on accomplishment and learning in elementary schools has greatly aided students' cognitive development. The task group established under the auspices of the Department of Education and Skills to carry out the actions outlined in the Government response to "Empowering the Learning Community" (2001) commissioned a critical review of the literature examining the links between educational attainment and secondary school library use in October 2001. Much of the evidence regarding the influence of the school library on success and learning has been established at the primary and early secondary level, according to the literature review (Matt, 2000). As a result of this discovery, the task group requested a follow-up report on the influence of library access on primary school students' achievement and learning. Because the task group acknowledged the significance of learning in its broadest meaning, the review sought a broad definition of learning that included not just academic achievement but also features of processes and attitudes (Flinch, 2003). As a result, the review's major questions analyze the impact on achievement and learning in comparable terms, taking into consideration present variations in services, roles, and background staff (Conrad, 2003). The work committee decided to confine the review to papers released after the National Curriculum was implemented in 1998. Furthermore, libraries can be utilized to meet the information, educational, and recreational requirements of the general public, as well as to promote or support citizen education. Citizens are also educated on their rights, obligations, and personal growth in general in the library (Briann, 2002). As a result, the researcher wants to look into the relationship between school library services and student performance and learning in primary schools.

1.2     STATEMENT OF PROBLEM

This research focuses on the influence of school library services and their performance in primary school since libraries play an important role in students' advancement. In the sense that students who visit the library before and during the "Common Entrance Examination" perform above and above expectations, if not admirably, students who use the library engage brilliantly in class and the school as a whole, and this may lead to the nation's progress (Flinch, 2003). In primary schools, the influence of school library services improves students' cognitive development. This debate will focus on libraries as delivery mechanisms, with educators viewing libraries in a variety of ways, including as a tool to magnify the teacher's message. More importantly, if properly implemented and stocked with enough and relevant materials, library services would transform schools and change the way students learn (Matt, 2000).

1.3     OBJECTIVES OF THE STUDY

This research will, to the extent practicable, highlight the influence of school library services on success and learning in Chikun Local Government primary schools. There may be positive influences; the researcher would select the most significant ones and suggest the library's likely effects on elementary schools. Library services can have a significant good or bad impact on students' learning outcomes. These good and negative influences will be identified by the researcher.

1.4     RESEARCH QUESTION

The purpose of this study is to answer the following questions:

i. Do libraries encourage students to learn more?

ii. Do you have enough books in your library?

iii. Does the library have an influence on the learners' development?

iv. What influence does the library have on the cognitive development of students?

1.5     SIGNIFICANCE OF THE STUDY 

The research will assist in gaining a better understanding of the influence of school libraries in primary schools. The major purpose of this research is to assess the influence of libraries on the mental development of primary school students.

1.6     SCOPE OF THE STUDY

Within Chikun Metropolis, this study was confined to only one local government council, Chikun Local Government Council. This is due to a lack of funds and time. The focus of this research is on the influence of the school library and its accomplishments on students.   

1.7     DEFINITION OF TERMS

SCHOOL: A school is a location where students are taught.

LIBRARY is a room or structure that houses books that may be read or loaned.

SERVICES Is the formal procedure for supplying anything, particularly something that someone requires.

ACHIEVEMENT Is something significant that someone achieves through their own efforts.

LEARNING: It is the process of gaining knowledge via reading and study.

PRIMARY SCHOOLS: This is the first level of education, which includes nursery and primary grades one through six.
