The results from this study will add to the literature on policing in a democratic world and assist curriculum developers of police training programmes in fashioning new ways of training the police to meet the challenges ahead.

The significance of this study lies principally in the fact that, an attempt is made to underscore the challenges faced by development partners in contributing either financially or technically to improve upon the Ghanaian educational system.

This study will help explain how development at decentralized levels should be structured and financed. Policy-makers and stakeholders would be able to critically diagnose the effect of specific policies targeted at local level development.
