CHAPTER ONE

INTRODUCTION

 

BACKGROUND OF THE STUDY

In Wuhan, China, there was an outbreak of a viral disease (Coronavirus: COVID-19) at some point in 2019. This disease recently morphed into a devastating pandemic, posing a direct danger to global public health and resulting in the complete lockdown of major cities around the world, including Nigeria (Lin et al., 2020). Because of the fear of being afflicted with this lethal virus, schools have been forced to close early, and citizens have been urged to separate themselves and maintain social distance (Sintema, 2020).Due to the deadly Coronavirus that was ravaging the whole country,every activities came to a halt in order to avoid the spread of this deadly virus and the National youth service corp(NYSC) was not an exception.The National Youth Service Corps (NYSC) is a program set up by the Nigerian government to involve Nigerian graduates in nation building and the development of the country. There is no military conscription in Nigeria, but since 1973 graduates of universities and later polytechnics have been required to take part in the National Youth Service Corps program for one year. This is known as national service year.NYSC was created on 22 May 1973 as an avenue for the reconciliation, reconstruction, and rebuilding of the nation after the civil war. It was established based on decree No. 24 that stated that the scheme was created "with a view to the proper encouragement and development of common ties among the youths of Nigeria and the promotion of national unity".Corps members (participants in the National Youth Service Scheme) are posted to states other than their state of origin where they are expected to mix with people from different ethnic groups, social and family backgrounds, and learn the culture of the indigenes in the location they are posted to. This action is aimed at bringing about unity in the country and help the youths appreciate other ethnic groups. There is an "orientation" period of approximately three weeks spent in a military controlled "camp" away from family and friends. The camps are situated across the 36 states of the federation.There is also a "passing out ceremony" at the end of the three weeks orientation camp after which corp members are posted to their Place of Primary Assignment (PPA). They are expected to work as full-time staff at their PPA with exception of one working day devoted for the execution of community development service. After eleven months at their PPA, corp member are allowed one month of vacation before their final passing out ceremony where they would be issued certificates of completion.

 

STATEMENT OF PROBLEM

Due to the outbreak of the virus and the increase in the number of cases,every activities came to a halt. On the 10th of march,corps members were deployed to different state of posting for the usual orientation camp to kick start,the increase in the number cases warranted for the closure of camp on march 18 thereby disrupting the orientation of 2020 Batch A Stream1, across the 37 centres in the country.even though the reason for the closure of camps showed that the government had the best interest of corps members at heart,it also led to creating backlogs and delays for prospective corp members who wish to go through the scheme.

 

OBJECTIVE OF THE STUDY

The primary objective of this study is:

1. To examine the effect of covid 19 on NYSC

2. To access the impact the disruption and closure of camps had on Prospective Corp Members that were waiting to be mobilized

 

RESEARCH QUESTIONS

1. What are the effect of covid 19 on NYSC

2. What impact did the disruption and closure of camps had on PCM’s that were waiting to be mobilized

 

SIGNIFICANCE OF THE STUDY

This study is of significant to the general public, it is also important to students, scholars and researchers who wish to carry out more research on this study

 

SCOPE OF THE STUDY

The purpose of this research is to critically examine the effect of covid 19 on  the NYSC scheme and the sample respondent will be the pcms(prospective corp members)

 

LIMITATION OF THE STUDY

Finance, time constraint and lack of research materials were the major challenges faced by the researcher during the course of this study

COVID-19:Coronavirus disease 2019 (COVID-19) is defined as illness caused by a novel corona virus called severe acute respiratory syndrome corona virus 2 (SARS-CoV-2; formerly called 2019-nCoV)

NYSC: The National Youth Service Corps (NYSC) is a program set up by the Nigerian government to involve Nigerian graduates in nation building and the development of the country.
