Chapter one
Introduction
1.1 Background of the study
The police force is one of society's most visible institutions. As a result, police officers are the government's most prominent representatives. When a resident is in a time of need, risk, problem, or difficulty and is unsure what to do or whom to contact, the police station and a police officer are the most suitable and approachable unit and individual for him. Any society's police force is supposed to be the most open, engaging, and diverse organization. On the one hand, their positions, tasks, and responsibilities in society are diverse and multifaceted; on the other, they are complicated, knotty, and complex. The twin positions that the police are supposed to play in a society are, generally speaking, the preservation of law and the maintenance of order. However, the ramifications of these two tasks are various, resulting in a vast inventory of the police organization's duties, functions, abilities, positions, and responsibilities.
End SARS is a decentralized social movement in Nigeria that consists of a series of mass demonstrations against police brutality. The slogan demands that the Special Anti-Robbery Squad (SARS), a notorious Nigerian police unit with a long history of abuses, be disbanded. The protests, which take their name from the slogan, began in 2017 as a Twitter campaign using the hashtag #EndSARS to demand that the Nigerian government dismantle the unit. Following a resurgence in October 2020, following further reports of the unit's violations, mass protests took place across Nigeria's major cities, followed by a barrage of social media outrage. On Twitter alone, the hashtag has accumulated about 28 million tweets. Many major cities around the world saw solidarity marches and demonstrations by Nigerians in the diaspora and sympathizers. The protests are noteworthy for being attended by an entirely young Nigerian population. Since then, the campaign has grown to include demands for a more transparent and responsive government. Following a few days of renewed demonstrations, the Nigerian Police Force declared on October 11, 2020 that the unit would be disbanded with immediate effect. The step was widely hailed as a victory for the protesters. However, several observers pointed out that similar statements had been made in previous years to appease the public without the unit necessarily being disbanded, and that the government had intended to reassign and review SARS officers to medical centers rather than disbanding the unit completely. Protests have persisted as a result, and the Nigerian government has maintained a pattern of violent repression, including the assassination of protesters. International demonstrations have taken place in support of the protests in Nigeria, and the movement has become highly critical of President Muhammadu Buhari's government's response. Young Nigerians, mainly males, have been accused of being profiled by SARS officers based on their fashion choices, tattoos, and hairstyles. They were also known for setting up illegal roadblocks, conducting unwarranted checks and searches, arresting and detaining people without a warrant or a trial, raping women, and extorting young Nigerian men who drove exotic cars and used laptops and iPhones. Nigerians have posted personal accounts as well as video evidence of SARS officers abusing Nigerian people through abduction, murder, robbery, rape, torture, illegal arrests, humiliation, unlawful detention, extrajudicial killings, and extortion. Young male Nigerians made up a significant portion of the victims of SARS abuses.
1.2 STATEMENT OF THE PROBLEM
Olasupo Ajani, the Assistant Inspector-General of Police (AIG) in charge of Zone 11, has urged Nigerians to avoid targeting police officers and instead see them as brothers and sisters.Mr. Ajani made the appeal on Tuesday at the Oyo State Police Command's headquarters in Eleyele, Ibadan, during a stakeholders' meeting and his familiarization tour.Nigerians do not support the police as much as they did before the EndSARS demonstration, according to the AIG, who also said that the police and people had been cooperating peacefully prior to the EndSARS issues. He said that the EndSARS demonstration had built a barrier between the police and the public.“You stakeholders who are here as members of the people, please sensitize your constituents and return us to where we were before the EndSARS protests.” “The end of SARS has created a void, and we want to retake it and get closer to the people. Any police force that wishes to succeed must have the public's support.” “In order for peace to prevail in this region, we must cooperate and work together,” Mr. Ajani said. The AIG issued a warning to some members of the Police Community Relations Committee (PCRC) who were conspiring with some officers to extort money from the public. He said that all hands must be on deck in order to promote peaceful coexistence in the country and to eradicate crime and criminality.Mr. Ajani urged the youth to abstain from drug use and to uphold the rule of law for the greater good of all.Eze Ndigbo, Alex Anozie, Seriki Shasha, Haruna Malyasin and Olubadan of Ibadanland, Oloye Lekan Alabi, all vowed to speak to their subjects about the importance of following the law. Earlier, the state's Commissioner of Police, Ngozi Onadeko, claimed that the state was relatively stable, and that officers and men were working hard to improve the state's current level of security.Ms Onadeko, on the other hand, described some of the command's problems, including a lack of manpower, as well as arms and ammunition.
